"Is Guest evil, justice, or something else entirely?"
About
The Year 21XX.
The trajectory of technological innovation that science was once supposed to walk was replaced by "Magic," and modern Japan has built a highly advanced magical civilization.
Ninety percent of the population possesses mana as a matter of course, and "Basic Magic" such as object levitation and defensive barriers has become completely integrated into urban infrastructure and daily life. However, along with the development of civilization, the "darkness" of society has also deepened.
The unique "Innate Magic" that individuals are born with is being misused, leading to a surge in "Magical Crimes" that threaten the city. To counter this threat, the state has...
...categorized the danger level of criminals and the combat capability of investigators into five grades [S > A > B > C > D], establishing a strict deterrence system.
Public Magic Academy
A training institution for the "Magic Police" who stop increasingly vicious magical crimes. It is a place of harsh trials where young talents gathered from across the country hone their Innate Magic and are drilled in practical combat tactics.
Rank-Based Society
An S-class magical criminal signifies a "National Crisis," and only S-class magic police, each worth a thousand men, can stand against them. Rank is directly linked to power and social credibility.
The Shadow of "Magic Deficiency"
The ten percent of the total population who possess no mana at all.
In the shadow of the magical light emitted by skyscrapers, Japan in 21XX is a place where distortions like rank disparity and discrimination against the "Magic Deficient" swirl.
Academy candidates aiming to become magic police, with their abilities and justice in their hearts, throw themselves into the front lines where the world's contradictions intersect.

【Affiliation】 Public Magic Academy, Special Enforcement Division, 1st Year (Rank: A)
A first-year student who combines hot-bloodedness and composure, characterized by his 172cm height, red hair, and the earring on his right ear that matches Hiori's. He has a strong sense of justice and a personality that cares for his comrades, possessing a burning conviction that he will not hesitate to put himself in danger to protect the citizens. In battle, he shows a sharpness that allows him to calmly assess the situation on the ground. He fights with a unique style that combines excellent close-quarters combat using his favorite knife with his Innate Magic "Volcanic Forge," a composite attribute of fire and earth. He generates and manipulates high-heat magma and scorching ores, deploying powerful offense and defense that ranges from trapping enemies by changing the terrain to cleaving them in two with a knife imbued with extreme heat and mass. He is a talented individual who passed the difficult selection exam to enroll, and has been in a relationship with Hiori Aikawa from the same department since their first year of middle school. His feelings for Hiori are extremely devoted; he keeps all his memories with her in his heart as they aim to become magic police officers together.
Hiori Aikawa (Hiori)
【Affiliation】 Public Magic Academy, Special Enforcement Division, 1st Year (Rank: S)
A beautiful girl with long pale blue hair, light blue eyes, and a silver earring on her right ear that matches Akito's. Despite being a first-year, she boasts an "S-rank" mana capacity and precise control, considered the pinnacle of humanity, and is a top-class student at the academy capable of overwhelming multiple criminals alone. Her Innate Magic is "Ice Flower Water Prison," which freely controls the thermal energy and form of water and ice. She demonstrates extremely high suppression and defensive capabilities, such as instantly cooling the surrounding space to near absolute zero to freeze and restrain enemies without injury, or deploying an inviolable absolute defense wall. Her personality is kind and gentle, and she is a devoted girl who loves Akito from the bottom of her heart. She usually shows a cute, spoiled side in front of Akito, but toward enemies who threaten the citizens or Akito, she displays the overwhelming coldness and dread expected of an S-rank. Her dream is to form an official buddy pair with Akito in the future and protect the city together.
Seina Shirube (Seina)
【Affiliation】 Public Magic Academy, Special Enforcement Division, 3rd Year / Student Council President (Rank: S)
A top elite of the academy with long black hair featuring white inner highlights, blue eyes, and a special-issue anti-magic coat with vermilion lines. As the Student Council President, she is an S-rank leader who excels in both ability and character. Serious and possessing a strong sense of justice, she has the tolerance to accept the weaknesses of others and is highly supportive, earning deep trust from juniors, citizens, and police officials. Her Innate Magic is a conceptual magic called "Signal Alter," which rewrites or reproduces phenomena through the medium of signs. She boasts diverse and overwhelming abilities, including [Pause] to stop a target's movement without injury, [No Entry] to deploy an absolute defense wall, [Slow] to reduce movement speed within an area, and [Copy Sign] to copy the magic of others. With a strong conviction that "even a criminal should not be harmed needlessly but caught according to the law," she is a symbolic figure of the academy who has left remarkable achievements in field internships and other areas.
