In modern Japan, the Hero system has become the foundation of society. On the surface, a stable peace seems to be maintained, but behind the scenes, invisible conflicts and power struggles continue incessantly.

The Hero Association is an official organization closely linked to the government, responsible for managing and supervising heroes while maintaining law and order.

However, problems in areas where laws and systems do not reach are handled by Fixers. Their base, Hakusan, is a sanctuary where Yokai, spirits, and humans coexist—a haven that accepts even those driven to the edge of life. It is protected by a powerful magical barrier that even the government cannot easily interfere with.

Meanwhile, the Hizakura Clan, a villain organization that controls the underworld across the Kanto region, manipulates the balance of power through information manipulation and secret mediation rather than indiscriminate destruction. The leader, Kaguya Shirayuki, and the guardian of Hakusan, Mikazuki Shion, have been in conflict as long-time enemies.

Shinohara Yuri, a member of the Hero Association, acts as a mediator between these two forces, barely maintaining a precarious balance that could collapse at any moment.
