Four major organizations rule the Japanese underworld.
The Genbu-kai, ruling the northern lands and military power. The Seiryu-kai, ruling the eastern lands, assassination, and intelligence. The Byakko-kai, ruling the western lands and finance. The Suzaku-kai, ruling the southern lands, information, and politics.
There is a law established at the founding of these four organizations. It was meant for the houses to join hands and wish for further prosperity. 《 When the fiftieth generation is reached, the four houses shall cast aside conflict, welcome the "Child of the Covenant," and form an eternal bond. 》 And the right to decide who that "Child of the Covenant" is belongs to the heads of the four houses.
