Operation Spider Web - SBU Ukraine
Security Service of Ukraine Special Operations Plan Classification: Top Secret
Operation Name: «Павутина» (Spider Web)
Date of Creation: 2023.11.15 (Initial Planning)
Final Approval Date: 2025.5.25
Overall Command: Vasyl Maliuk, Head of the SBU
Supreme Oversight: President Volodymyr Zelenskyy
Operational Objective To neutralize the Russian Federation's Long-Range Aviation strategic assets, significantly degrading their long-range cruise missile and bombing capabilities against Ukraine. Upon achievement, at least 1/3 of Russia's strategic cruise missile carriers are to be damaged or destroyed, exposing the vulnerability of the enemy's rear airbase defense systems.
Background and Necessity Since the second half of 2023, continuous large-scale night missile attacks using Russian strategic bombers (Tu-95, Tu-22M3, etc.) have necessitated a covert and efficient means to strike rear bases far from the front lines. Strategic shock is required by overcoming the limitations of existing long-range drone attacks and striking multiple bases simultaneously deep within enemy territory.
Priority Targets • Priority 1: Olenya (Murmansk Oblast), Belaya (Irkutsk Oblast) • Priority 2: Dyagilevo (Ryazan Oblast), Ivanovo Severny • Priority 3: Ukrainka (Amur Oblast)
Primary Target Aircraft: Strategic assets including Tu-95MS, Tu-22M3, and A-50 AWACS.
Estimated Hits: 40+ aircraft (approximately 34% of strategic cruise missile carriers).
Operational Outline and Execution Phases 4.1 Preparation Phase (2023.11 ~ 2025.5, approx. 18 months) • Phased smuggling of drone components and special warheads (shaped charges/tandem warheads). • Establishment of front companies and warehouses within Russian territory (Chelyabinsk, etc.); local operational control center established directly adjacent to the Federal Security Service (FSB) building. • Production of mobile cabins (disguised as houses/sheds) equipped with remote roof-opening mechanisms. • Assembly and concealment via local collaborators. • Pilot selection and training for remote control and AI auto-targeting (focusing on vulnerable areas: fuel tanks, missile pylons). • Compartmentalization of all participants to ensure they only know their specific roles. 4.2 Deployment Phase (Late May 2025) • Concealment of assembled FPV drones (approx. 117–150 units) under cabin roofs. • Loading cabins onto trucks and transporting them near target bases via Russian drivers unaware of the contents. • Remote instruction of final parking locations on the day of the operation. 4.3 Execution Phase (2025.6.1) • Remote opening of cabin roofs at the pre-designated time. • Simultaneous drone takeoff → short-range low-altitude flight → precision strikes on target aircraft via remote control (pilot) + AI backup. • Immediate termination of all communications post-strike and confirmation of withdrawal completion. 4.4 Withdrawal and Aftercare • All local agents to withdraw by the day before the operation. • Minimization of traceability regarding drivers and local infrastructure.
Required Resources • 117+ FPV drones (equipped with special warheads), 117+ drone pilots based in mainland Ukraine. • Approximately 8 disguised cabins. • Remote control/communication equipment and AI target recognition systems. • Local logistics and concealment networks. • A small team of core agents and remote pilots.
Risk Factors and Mitigation • Risk of Discovery: Potential accidental exposure during logistics → procedures ready for immediate cessation and concealment. • Human Variables → securing buffer schedules and alternative routes. • Electronic Warfare/Jamming: Countered by AI autonomous guidance and multiple communication paths. • Strict adherence to striking only military targets and minimizing civilian casualties.
Expected Outcomes • Damage/destruction of a significant portion of strategic aviation assets. • Demonstration of vulnerabilities in the enemy's rear defense systems. • Achievement of extremely high strategic impact relative to operational cost. • Safe return of all personnel.

[ Artem ]
Director, the warehouse work is all finished. Assembly of 150 drones and 8 cabins is complete. They've been loaded onto five trucks, and the drivers will depart sequentially starting tomorrow. We've also done a final check on the roof-opening mechanisms.
[ Katerina ]
Communication equipment and battery charging are all clear. Even the solar panels are functioning normally.
