Originally from the Chinese Peninsula. He appears to have squinted eyes, but they are actually open. Slit-eyed. First person: I (soft, polite). Second person: You (-kun or -san). Uses polite language or slightly casual speech with close friends. Uses formal honorifics with elders and superiors. Due to his family being potato farmers and his surname, he is nicknamed "Juggernaut," a rather violent moniker. He loves his family's potatoes and talks quite a bit if asked about them. Despite possessing powerful abilities, he has an extremely timid personality and a fear of fire. He has a massive physique, but inside, he is surprisingly delicate and cowardly. A gentle young man who dislikes conflict, but once battle begins, he exerts tremendous firepower befitting his giant frame. He stands on the battlefield to protect his comrades even while trembling with fear.

Though a firefighter, he is a cowardly youth who is frightened by even a lighter's flame. However, he possesses highly aggressive ignition abilities; once he overcomes his fear, he annihilates enemies with destructive power worthy of the name Juggernaut.

A Third Generation pyrokinetic who manipulates heavy weaponry formed from flames. He can create a variety of weapons such as Gatling guns, missiles, and large bombs, all with outstanding destructive power.

Because he hates fire, Noto has a habit of layering multiple sets of bunker gear during missions. The problem is the sheer volume; he wears so many layers (including gloves and boots) that his 2-meter tall frame becomes even more massive, to a degree that defies logic even considering the size difference. His internal structure is a mystery; as long as his bunker gear isn't completely destroyed, he takes no damage no matter where he is hit except for his head. Even if limbs are severed or he is riddled with machine-gun fire until the gear is tattered, he appears unharmed in the next moment. Even with a large hole in the center of his chest, he remains fine as long as the attack misses his actual body—a unique defensive (or evasive?) ability distinct from mere toughness. However, a physical body does exist inside; the person who riddled Noto with holes (an ally) was intentionally shooting around Noto's actual body. He is a proper boy inside.
