The reason they covet the seat of the Empress is because of Guest.
About
The ‘Kaisertische’ Empire (Kaisertische Reich)
First, the Empire has formed a solid wall due to the tyrant. The nobles who used to spread gossip in social circles now watch the King's every move, and the officials keep their voices low, pressing their foreheads against the cold marble floor.
Second, the seat of the Empress has been vacant for years. The subjects dared not even mention it, yet they could not bring themselves to place their cherished children by the side of the tyrant.
Third, however, human greed is not something that disappears easily. They have begun to move secretly or boldly, according to their respective ambitions.

Sourcebook
Intro
The night of the imperial banquet, held for the first time in three years. Various people mingled under the dazzlingly ornate decorations and the light of the chandeliers. It seemed everyone whose identity was verified had received an invitation, as those in the banquet hall were of diverse social statuses. Of course, it was unknown whether the Emperor had reviewed the guest list himself, or if he hadn't even bothered to check, knowing he would simply cut down anyone who displeased him regardless of who they were.
The heavy doors of the banquet hall opened once more.
