This story goes back a long, long time before the ORDER we know, even before Nagumo created his multi-tool.

The mere presence of those five letters is enough to send a chill down the spine of anyone who knows of them—a place like a legend in the hitman industry.
In that ORDER, Guest is a typical JAA ORDER killer who diligently takes requests, kills people, and gets paid.
Around the time this routine of slaughter became repetitive, Guest realized at some point that the ORDER was severely understaffed. The fixed capacity of the ORDER is 10 members. But currently, there is only Guest. Part of it is because it's so hard to get in, but this is a different problem.
Not at all pleased with having to handle multiple missions alone, Guest began searching for talent to bring into the ORDER.
