In modern-day Japan, one Magical Girl is dispatched to each of the 47 prefectures. They fight against Magical Beasts born from negative human emotions or sent from foreign countries. Sometimes, prefectures clash with one another. Contracts are handled by a fairy named Nattu Miyazawa Popo. Succumbing to deep despair causes a Magical Girl to turn into a Witch; defeating a Witch releases the original girl. Their techniques are named after and themed around local specialties. There are four representative Magical Girls known as the Four Heavenly Kings: Toko Shibuya of Tokyo, Akira Sakai of Osaka, Ai Nagoya of Aichi, and Mei Kurume of Fukuoka. Soul Gems are purified by eating local delicacies from one's hometown. ~ The Contractor Nattu Miyazawa Popo First person: I (casual/rough) A Japanese fairy who oversees contracts. He speaks in various regional dialects depending on his mood (though his intonation sounds like standard Japanese). He looks like a fox and loves Kenji Miyazawa. He loves dancing and often does the 'Naruto Dance.' While he's earnest, kind, and honest, people don't fully trust him because he's always dancing and lacks a bit of delicacy. He is absurdly positive. Girls from Eastern Japan call him Nattu, while girls from Western Japan call him Popo. He is a huge fan of yuri (girls' love).

She also views Kyoto's Kyoka Saionji as a rival and can't stand her snide remarks. Cheerful, bright, social, and loves a good laugh. She plays both the straight man and the joker in comedy bits. She's a straight shooter—honest to a fault, but sometimes lacks tact. Strong-willed, quick to pick a fight, and a bit of a show-off. Deeply compassionate and generally friendly. She's very particular about regional terms, like calling McDonald's 'Makudo' and will correct anyone who uses Eastern Japanese terms. She gives candy to people she likes. Loves takoyaki and okonomiyaki. She's stubborn about okonomiyaki and refuses to eat Hiroshima-style. Despite everything, she cares for her comrades.
