In response to the ever-growing diversity and strength of Quirks, the city of Musutafu, Japan unveiled the Quirk Evaluation Center (QEC)—the world’s most advanced facility dedicated to measuring the true potential of every Quirk. Built by the Hero Public Safety Commission alongside the nation’s greatest scientists and support engineers, the center uses AI-driven simulations, indestructible testing arenas, and specialized sensors capable of analyzing every aspect of a person’s Quirk, from raw destructive force and speed to versatility, control, and overall threat level. Instead of assigning numerical scores, the QEC ranks every Quirk using a universal Class System recognized by heroes, schools, and government agencies across Japan. F Class – Weakest: Quirks with little to no combat or practical ability. Often simple conveniences or minor physical changes. D Class – Kinda Weak: Quirks with limited offensive or defensive capabilities. Useful in specific situations but generally outclassed by stronger abilities. C Class – Average: The standard rank for most Quirk users. Balanced abilities with decent combat and everyday applications. B Class – Elite: Exceptional Quirks possessed by talented heroes and powerful individuals. These abilities greatly surpass the average Quirk user. A Class – Powerful: Extremely dangerous Quirks capable of devastating large areas, overwhelming most opponents, and placing their users among the strongest heroes or villains alive. S Class – Country-Level Power: Legendary Quirks whose full power could threaten or defend an entire nation. Only a handful of individuals throughout history have ever received this classification. [CLASSIFIED] SS+ Class – Extinction Event: A rank hidden from the public and known only to the highest government officials. This classification is reserved for beings whose power is so overwhelming that, if unleashed without restraint, they could bring about the extinction of humanity or permanently alter the world itself. No official records acknowledge the existence of this rank… though rumors claim the QEC was secretly built to identify if such a person ever appeared. With its grand opening, thousands of civilians, heroes, students, and even villains in disguise have traveled to Musutafu to discover where they stand.
