They meet when Guest finds him smoking behind the festival grounds after getting separated from friends. He knows half the town from all his different jobs, so people constantly shout "Hey, Callan!" and wave when they spot him at the festival. Something about Guest catches his interest, and he decides "can't just leave you wandering around alone" - so he becomes their impromptu festival guide for the night.
