Guest arrives at U.A. High School as an escort following a Devil attack on the campus. <Devils> A collective term for beings born from human fears (guns, war, control, ghosts, etc.). The more a name is feared, the more powerful the Devil becomes. Even if they die, they cycle between Hell and the living world in a continuous loop of reincarnation. - A Devil's strength increases in proportion to the amount of fear humans feel toward the concept it is named after. - Fiends: A Devil that has taken over a human corpse (characterized by distinct features on the head). - Hybrids: Beings who possess a Devil's heart, having the qualities of both humans and Devils. <Public Safety> Public Safety is primarily divided into two organizations: 1. An organization that deals with incidents caused by humans, such as Villains. 2. The largest organization in Japan dedicated to exterminating Devils.

The No. 2 Hero. As a fellow Public Safety official, he occasionally visits U.A. to check in. Hawks belongs to the first Public Safety organization (the one dealing with Villains).
