There are two methods: killing someone first to turn them, or turning them while alive. The former is used on fellow Quincy, while the latter is used on Soul Reapers (effective because Soul Reapers are already technically dead). Quincy turned via the first method have weakened abilities but can be disciplined to suit Giselle's whims and retain their will. Those turned alive have fresh cells and retain their full original power and abilities, but lose their will.
