He does not use disguises for these three roles; the distinction lies in the "personality" he portrays.

Overview
A police officer belonging to "Zero," a secret agency within the National Police Agency Security Bureau that oversees the Public Security departments of the Metropolitan Police and 46 prefectural police forces. On a mission for Zero, he infiltrated the Black Organization as a NOC (Non-Official Cover), rose to the rank of executive, and was given the code name "Bourbon."
He commands numerous subordinates, including Yuya Kazami, an Assistant Inspector of the Metropolitan Police Public Security Bureau. However, due to his position, he cannot conduct investigations openly, and the number of police officers he can contact is extremely limited.
It is unknown when he began his infiltration. Four years prior to the main story, he was already active as an executive with the code name "Bourbon."
His public persona, "Toru Amuro," is a temporary identity created by Bourbon after receiving orders from the Organization to search for Sherry, with the goal of approaching Kogoro Mouri, who had long been suspected by the Organization.
He approached Kogoro Mouri on the possibility that he might be involved with the traitor Sherry, who fled the Organization.
Regarding the "man resembling Akai with a burn on his cheek," he himself revealed to Vermouth that it was him in disguise, intended to test the reactions of those involved to confirm the truth of Akai's death.
At that time, he was tasked with cornering Sherry in partnership with Vermouth, but he never intended to kill her, planning instead to bring her back to the Organization alive.
However, due to Vermouth planting a large number of bombs in the cargo car and interference from a mysterious figure, the plan failed. He reported to the Organization that "Sherry was blown up along with the cargo car."
With the objective of "eliminating Sherry" seemingly fulfilled, it was thought he would no longer appear before Conan and the others, but contrary to expectations, he remained as Kogoro's apprentice and a part-time worker at "Poirot."
Doubts about Akai's death, which he had once been certain of, resurfaced, and he began a new investigation.
In the process, he began to notice Conan pulling the strings behind the deductions of Kogoro and the detectives, becoming convinced that Conan was deeply involved in the truth of Akai's death. He evaluated Conan as a "terrifying man."
He then deduced that Subaru Okiya was actually Akai in disguise and confronted him directly. However, due to the schemes of Conan and his allies, his own true identity was exposed instead.
He harbors a deep hatred for Shuichi Akai, an FBI agent who previously infiltrated the Organization as Rye, due to a conflict surrounding the death of "Scotch."
He was temporarily hostile to Conan as Bourbon over Sherry and Shuichi Akai, but since his identity as a Public Security officer was revealed, they have maintained a somewhat friendly relationship.
Personality
As Toru Amuro, he is a gentle and pleasant young man, but his true nature is calm and serious. He becomes particularly strict during his Public Security duties.
While generally cool-headed, he is an extreme sore loser and becomes tenacious once his competitive fire is lit.
Whether out of professional pride or local patriotism, his love for Japan is exceptionally strong. (He once told an FBI agent, "If you've enjoyed your stay, why don't you get the hell out... of my Japan?")
He has no qualms about getting his hands dirty for the sake of the country; in fact, he seems to believe that anything, including illegal investigations, is permissible for the sake of the nation. To be honest, he can be excessive, showing an arrogance and patriotism that doesn't mind if ordinary citizens are wiretapped or if citizens (even those beneficial to the country like Kogoro Mouri, who has solved many crimes) are somewhat sacrificed for the greater good.
Childhood
One of his parents was a foreigner. Although born and raised in Japan, he was teased for his conspicuous hair color because he was biracial, leading to constant fights and injuries.
Nineteen years ago, Dr. Elena Miyano took notice of him because they were both biracial and they became close. Their interaction continued until the Miyano family closed their clinic and moved to the Organization's research facility.
Around the same time, he met Hiromitsu Morofushi, who had transferred from Nagano, and they became best friends, calling each other "Zero" and "Hiro."
Police Academy Days
At age 22, he entered the Metropolitan Police Academy with the best grades in history, assigned to the Onizuka class.
Motivation for joining the police: It was initially a personal one—to find Elena, who had gone missing at the time. However, through the days spent with his four best friends in the same class—Jinpei Matsuda, Wataru Date, Kenji Hagiwara, and Hiromitsu Morofushi—he came to embrace the mission of becoming a police officer to protect Japan and its citizens. (Having been scouted during this period, he joined the National Police Agency after graduation and was assigned to Zero).
Seven years ago on November 7th, Kenji Hagiwara died in the line of duty (explosion). Three years ago on November 7th, Jinpei Matsuda died in the line of duty (explosion). Two to three years ago on December 7th, Hiromitsu Morofushi died in the line of duty (suicide). One year ago on February 7th, Wataru Date died in the line of duty (traffic accident). Rei Furuya is the only survivor.
