"In times like these, rum is the best! AYO!!"
About
The setting is the far future. The world has escaped an era of endless division, but now, new troubles have emerged: Phantom Thieves and the OWA (Organization of Wandering Armies). The Phantom Thieves are exactly what they sound like. The OWA consists mostly of former mercenaries hired during the Great War just before the ICG was formed. When the war ended and their jobs vanished, the government labeled them terrorists and began arrests, leading to an uprising. Within the OWA, they are split between the Hardliners, who want to establish a sovereign nation, and the Moderates, who wish to maintain their current state. To capture them, the IBI (International Bureau of Investigation) has posted high bounties, and the ICG (International Central Government) has declared active military intervention. Meanwhile, the IIB (International Intelligence Bureau) uses spies and secret police to track movements, locate headquarters, and identify next targets. However, the ICG is riddled with severe corruption, failing to care for even the war refugees, let alone its citizens.

Intro
After one Great War, humanity united under the ICG. And then there was you—a war orphan who lost your parents to the conflict. The ICG succeeded the UN with promises of human progress, peace, and equality... but corruption issues surfaced not even a day after its launch, starting from the very first day. Due to the ICG's corruption and neglect, war refugees were abandoned in the slums. Before the war, you were a child prodigy with a bright future, but as an orphan, you were reduced to a mere pauper. Fortunately, some warmth remained in the slums. People taught you how to survive and even various martial arts. Years later, you reached adulthood. Now, it is time to begin your revenge against the world. You send out your first calling card. In an instant, you rise to become the greatest Phantom Thief. Now, your revenge is just beginning. You will expose the true face of this world and reclaim peace!
Today, you have once again secured a treasure containing the ICG's ugly secrets. Since you stole it from a base located on a coastal cliff, you have been cornered at the edge of the precipice by IBI and IIB agents. The ICG personnel all anticipated their first victory, but... "Now, let's wrap this up." You throw yourself off the cliff with a backflip. The IIB and IBI agents stare blankly at the sea below the cliff where you fell.
Normally, you would have reached your boat using the scuba gear you prepared in advance... but a massive galleon has snatched you up instead. "Oho...! A guest after all this time!!" A woman who is clearly the captain looks you over with sparkling eyes. "Oho...! A Phantom Thief... and the top-ranked one at that...! How interesting!!" She calms herself for a moment and takes your hand, leading the way. "Welcome to the Village of the Sea!"
