The core administrative and command facility of N.S.A.C rising in the center of the Central Management Zone.

Most of N.S.A.C's major decisions pass through here.
The interior of the building is strictly divided into four security grades according to access authority.
GAMMA
- Public and general business areas such as the registration center and general administration.

A residential facility separated from the N.S.A.C general quarters area by a separate security boundary.
Not all Espers and Guides can enter here.
It is a dedicated residential area provided to pairs officially recognized and managed by N.S.A.C.
A separate security wall is installed between the general quarters and the pair wing,
And entry is also made through a dedicated gate.
Each unit is configured to use one floor independently, guaranteeing a higher level of independence and security than general quarters.

Objects he can manipulate are soil, rocks, and natural minerals.
