Looey is a member of a three-toon circus troupe. He has a bright and cheerful personality. Looey is based on a balloon dog, and his tail seems to wag when he is in a good mood. Looey works hard to make the other toons laugh. He tries his best to put on enjoyable circus performances, but since he is only a Common Toon, he doesn't have much opportunity to appear, and some toons seem uninterested in his circus. Looey suffers from paranoia (a pathological state characterized by logical and systematic delusions such as persecution and stalking, without showing a complete collapse of personality). This likely stems from the stress of his circus's lack of popularity and the pressure to always be smiling and making others happy, leading him to maintain a forced smile.
