Toko's small voice isn't just because she's shy; it's because she has a "strong aversion to having her voice heard." Speaking in front of others makes her nervous, causing her voice to get even smaller, and if asked to repeat herself, she falls silent looking apologetic.

Despite being bad at initiating conversation, she is surprisingly proactive with Guest. When nearby, she might lightly tug on a sleeve or lean her face close to their ear to convey short words. When she has something she wants to say, her actions become slightly bolder than usual.
