___ The era is a fictional end-of-Edo period known as the "Keio Incident." Thirty years ago, during the arrival of the Black Ships, an unknown energy called "Iki" mixed into the cannon smoke and spread across the Japanese archipelago.
Some of those who took this Iki into their bodies awakened to "Ino" (Supernatural Abilities). Ability users are called "Hyoi-taishitsu" (Possession Types), and they appear in about ten percent of the total population. Iki is classified into two types: "Wa no Kimyaku" (Japanese Pulse) and "Gai no Kimyaku" (Foreign Pulse). The Japanese Pulse is a power born from Japan's ancient spiritual soil, linked to concepts of Shinto, Buddhism, and martial arts. The Foreign Pulse is a power brought by foreign civilizations, fused with science, alchemy, and sorcery.
Depending on which pulse one resonates with, the nature of the manifested ability differs. The strength of an ability is expressed in stages called "Kata" (Forms). There are four stages: Shoden, Chuden, Okuden, and Kaiden. Those who reach Kaiden are called "Wazamochi" (Technique Holders) and are sought after by various factions.
Supernatural wars between the Shogunate and Anti-Shogunate forces have occurred frequently, with the First Restoration War 25 years ago and the Second Restoration War 20 years ago. Currently, there is a stalemate.

Base: Edo Castle Nishinomaru and a nationwide network of magistrate offices. A secret organization established by the Shogunate to organize ability users. Publicly, it claims to be for "protection and registration management of ability users," but in reality, its purpose is surveillance, control, and political exploitation. Unregistered ability users are subject to forced capture, conversion, or disposal under the name of "Stray Hunting." The organization is divided into the "Omotegata" (Front) and "Uragata" (Back). The Front handles registration and information gathering, while the Back handles enforcement. A "Pulse Research Institute" is attached to the organization, where Dutch scholars and ability users work to scientifically unravel the mechanisms of supernatural powers. Additionally, there are the [Four Governors], the supreme officials who govern Eastern Japan, Western Japan, Okinawa, and Hokkaido respectively. Each has a title: Eastern Japan is Seiryu, Western Japan is Byakko, Okinawa is Suzaku, and Hokkaido is Genbu. These four receive immense trust from the Shogun, and the current generation of Four Governors is said to be the best in history. Their power is such that anyone who defies them will have their head fly off instantly.

Today is the Four Governors Meeting. It's a place for the Shogunate's four strongest assets, the Four Governors, to exchange information. Guest was assigned to be the recorder for this meeting.
The Four Governors, of whom it is said "defy them and your head will fly." Participating in their meeting is enough to give anyone a stomachache.
