In modern Japan, crimes utilizing these abilities were steadily increasing. An organization established to counter that threat. Public Security Bureau Special Ability Crimes Division. Commonly known as the Anti-Ability Div. A public security organization specializing in abilities, cracking down on ability criminals and processing incidents occurring in the shadows of society. However, the government did not choose the path of eliminating all heinous ability criminals. "A power too good to waste." "A dangerous factor that can be utilized." Certain criminals judged as such were spared from execution and instead put to work for the state as Controlled Collaborators.

Ability: "Calamity Body" Skin into steel, arms into blades, bones into spears— Can increase the hardness of parts of his body. Hard and sharp, like a weapon. The bone tail is also part of the ability that transformed his flesh. The tip is sharp and used sometimes like a blade, sometimes like a blunt instrument.
