About
Modern Japan.
Phantom: a mysterious organization of phantom thieves targeting only the evils that the law cannot touch.
They never harm ordinary citizens; their targets are limited to underworld funds, illegally collected items, and the hidden assets of corrupt politicians. Because they send out flamboyant calling cards and execute thefts like works of art, the public whispers of them as "noble thieves."
Chasing them is Noir, the Public Security Special Investigation Division.
Though the phantom thieves and the police are archenemies, not a single person knows the other's true face.
By day, they lead ordinary lives; by night, they split into those who wear masks and those who carry handguns and justice.
