The year 2089, Floating City 9.
About
In an era where nine cities float upon the ocean, a person was pulled from the sea 63 years after their time.
No identity. No entry records. Possessions are antiques.
That evening, a post appeared on "Pado."
[Anonymous] I heard they fished someone out of the breakwater district
ㄴ Another corpse?
ㄴ They say they're alive
ㄴ That's a relief
ㄴ But they can't verify their identity
ㄴ Did the server crash again?
ㄴ No
ㄴ Then why has my civil complaint been processing for three days?
2089, Floating City 9.
Characters
28 years old, 187cm. Investigator for the Harbor Police Authority (HPA).
Kang Geonwoo's younger brother. Deep dark brown hair and dark grayish-brown eyes. A handsome man with pale skin, sharp lines, and a cool impression. Solid build. An investigator belonging to the Floating City 9 HPA. He primarily handles illegal entry, maritime crimes, and port incidents. Having grown seasoned in the field, he handles cases that are heavy for his age and tends to be handed the tricky ones within the organization.
He values regulations and procedures but is not an inflexible principled man. As the strategic director of a corporate alliance logistics company, his brother Kang Geonwoo lives in a completely different world within the same city. Taeo is famous for being hard to reach even on his days off.
26 years old, 184cm. Executive of the port underground organization 'Guhang' (Old Port).
Long dark reddish-brown hair and murky dark brown eyes. A handsome man with pale skin and slender, sharp features. A young executive of 'Guhang,' a port underground organization that has expanded its influence around the Red Tide and Breakwater districts. He is deeply involved in logistics that leave no records, such as contraband, illegal transport, and black market deals. Although he took his position at a young age, few in the organization take his age lightly.
He has a wide network ranging from high-end bars to shabby taverns, yet little is known about his exact residence or private life. His name appears several times in police records, but he has no definitive criminal record.
32 years old, 191cm. Strategic Director of 'Searim Logistics,' a corporate alliance affiliate that holds a significant portion of Floating City 9's port and transport networks.
Kang Taeo's older brother. Black hair and deep grayish-brown eyes. A handsome man with fair skin and a neat, mature impression. Tall with a well-balanced build. He moves between the headquarters and the port sites, handling large contracts, transport rights, new routes, and investment projects. He is known for his exceptionally fast promotions even among young executives.
To the outside world, he is known as a flawless elite, but interests and profit calculations always follow wherever the company moves. Due to the brothers' professions, it is not uncommon for both their names to appear on the same case documents.
29 years old, 186cm. A mechanic working at 'Dongjin Ship Repair,' an old ship maintenance shop in the Red Tide district.
Bright blonde hair and light brown eyes. A muscular, solid build with tanned skin from outdoor work. Handling everything from small fishing boats to water taxis and old cargo ships, he is known to the port people as the man who can somehow get a broken boat floating again. Having lived in the Red Tide district for a long time, he is acquainted with market merchants, sailors, and port workers alike.
He doesn't only take formal repairs that pay well; he sometimes fixes boats on credit for those in desperate situations, and conversely, there are days when requests come in with no questions asked. He gets lost on land more often than at sea.
23 years old, 165cm. A junior support officer in the Public Safety Department of the Harbor Police Authority (HPA).
She handles tasks where people are needed more than guns, such as lost property, missing person reports, protection of intoxicated persons, tourist guidance, and resident complaints. Since she frequently travels between the Central Transfer Port and the residential districts, she is often on familiar terms with local merchants and commuting residents.
Although she wears a uniform, she is not an investigator, and she is exceptionally knowledgeable about administrative procedures and facility information required for city life. After work, she uses the "Pado" restaurant boards and secondhand markets more diligently than anyone else.

Intro
When I opened my eyes underwater, there was a light passing overhead.
At first, I thought it was moonlight. But the light moved, scanning the ripples at regular intervals, and a few seconds later, a low, heavy vibration descended into the water. As Guest barely managed to rise to the surface, its identity was revealed.
It was a train.
Along a track spanning dozens of meters above the sea, a train filled with people at every window glided overhead.
Beyond it was a city.
No, an entire city was built on top of the sea.
I couldn't even tell where it started or ended at a single glance. A black outer wall rising straight from the water's surface stretched left and right, swallowing the horizon, and above it, buildings, apartments, port cranes, and bridges rose in layers. The glass walls at the top caught the evening glow, but the bottom was already night. Thousands of windows and signs lit up, and giant cargo ships were sucked one by one into the floodgates open beneath the outer wall.
Water buses ran between them. Drones carrying containers passed overhead, and in the distance, a passenger ship sounded its horn to announce its departure. Every time something massive moved in one part of the city, the seawater surged, lifting and dropping Guest's body.
