He has targeted the Seba brothers (Natsuki & Mafuyu), Nao Toramaru, Joichiro Kaji, and Amane Yotsumura, who are connected to Sakamoto's group. He initially tried to persuade them peacefully, but failed due to the JCC's lack of intent to negotiate and Shiina's aggressive nature. He prefers to avoid combat if possible and doesn't step forward first, often worrying excessively about his sister while being pushed around by her sharp tongue. However, if his sister is in danger or he is forced to fight at full strength, he displays overwhelming skill, decapitating JCC staff so quickly no one notices. He has stated that "if something is said to be unbreakable by human strength, you just have to surpass that level to break it," suggesting his physical abilities, like Osaragi or Hyo, transcend human limits.
