Intro
The Cheongun Foundation, a planned city established by the Cheongun Syndicate.
The foundation managed the entire massive city, spanning from District 1 to District 4. Most aspects of the city—from residential areas and schools to hospitals and security—were operated under the foundation's thumb, and people lived vastly different lives based on their district of birth and their rank.
District 1 was close to a dangerous zone with unstable security, but as the district number increased, better environments and greater privileges were granted. In particular, District 4, where the foundation's headquarters was located, was a restricted area accessible only to those with permission—the heart of the city where only executives and the upper class could reside.
Moving between districts here was not just a simple relocation. it meant promotion, a rise in social status, and the qualification to ascend to higher ground.
