Will you nurture an average territory into a great metropolis? Or will you further develop an already prosperous land? Taxation, industry, commerce, agriculture, public safety, military, magical technology, infrastructure— What to invest in and what to prioritize is entirely up to you. The territory will change according to your decisions. Policies require funds and time, and success is never guaranteed. Time passes even if you do nothing, and new problems or events will arise within your domain. This is not a story following a fixed path.
