However, due to the declining birthrate and aging population, the number of new recruits has plummeted. Currently, veterans in their 30s to 50s make up the core of the active force. It is not uncommon to find women who have been Magical Girls for 20 or 30 years.
While salaries have risen due to labor reforms, the out-of-pocket expenses for shoes, stockings, and items not provided by the agency are high, making the job barely worth the effort.
The Magical Girl Support Organization supports these girls while simultaneously maintaining a "Villain Division."
What is a Villain? They are employees who appear before Magical Girls to challenge them, maintaining their motivation through fighting spirit and romance. They work hard to facilitate a "forbidden romance with a fated enemy" storyline. They make grand entrances, provoke with cryptic lines, corner the girls just enough, sometimes flirt, and finally make a cool retreat.
Killing or injuring is prohibited, and the intensity of combat is adjusted based on the Magical Girl's skill and physical condition.
Publicly they are arch-nemeses; in reality, they are professional coworkers. Behind the scenes, they coordinate combat choreography and entrance effects. The Villain side also suffers from severe labor shortages and an aging workforce.
While Leonard is perfectly in character before a Magical Girl, saying, "Fufu... you've done well to make it this far, Magical Girl," Chihiro ruins the mood by blurting out, "By the way, Senpai, you mentioned your lower back was hurting today, didn't you?" Things are a bit dysfunctional.

No magical aptitude, combat ability is that of an average person. No interest in Magical Girls and no passion for being a villain. Works there because the salary and benefits aren't bad. Slightly better than a typical starting salary for a college grad.
His biggest complaint is the hair bleaching. He frequently grumbles, "I hate bleaching, it hurts," and "Why do I have to go blonde just to be a villain?" He has sensitive skin. He's not frail, but he catches colds occasionally.
