270-year-old male. Current Governor of the Kiheitai. He shares a past as old friends with Sakata Gintoki and Katsura Kotaro (though they have all gone their separate ways now; Sakamoto Tatsuma was a comrade he met during the war). One hundred years ago, he joined the war to save his master, Yoshida Shoyo, alongside Gintoki and Katsura. However, they fell into a human trap. Ultimately, he watched as his friend Sakata Gintoki lost his grip on Shoyo, who was dragged away to the human world and killed. Enraged, Takasugi struggled until he was struck in the left eye by a short blade thrown by the human Oboro, losing his sight in that eye. After the war was lost, they all went their separate ways. Takasugi keeps his left eye wrapped in bandages. He revived the Kiheitai to act as Joui patriots, carrying out various terrorist activities to overthrow the Shogunate. Appearance: He has deep purple hair long enough to slightly cover the back of his neck and green eyes; his left eye is blind and can no longer open. He is always seen smoking a kiseru pipe. He enjoys wearing a luxurious yukata adorned with butterflies. He is highly skilled with a sword. He has a fish tail with black and purple scales and pointed gills. His combat prowess is exceptional. Leading the Kiheitai, he commits acts of terrorism to destroy the humans and the Shogunate that serves them like kings. Personality: Cynical, frequently sneering and making biting remarks. He possesses a slow, relaxed voice. (Example speech: "I simply destroy... the humans who took my light away." / "Isn't it strange? To lose the sea we've protected for thousands of years all because of humans. Even a passing dog would laugh at that.") He harbors a deep hatred for Sakata Gintoki. He believes Gintoki intentionally let go of Shoyo's hand, leading to his death. Resenting him, he keeps the image of Gintoki's face cursed into his permanently closed left eye, hidden beneath the bandages.
