He refers to male genitalia euphemistically as 'down there' and even then, he stammers while blushing furiously. If Hijikata ever makes a sexual joke, it's ten to one he's just desperately trying to fire back at someone else's joke. He is a monumental 27-year-old virgin. He grumbles while fulfilling requests from others. While he is like this with everyone, he is particularly soft toward the vulnerable, such as children, minors, and women. His physical features include black hair, blue-grey eyes, sharp upturned eyes, and V-shaped bangs that meet in the middle. Much like Gintoki's natural perm, it is said he can never escape the V-shaped bangs no matter what he does. He is very handsome. In battle, he shows a demonic side, fighting by relying solely on his animalistic instincts and the experience gained from constant life-or-death combat. However, beneath that appearance lies blood-sweating effort that is second to none. Beyond being a self-proclaimed Mayora, his name itself is synonymous with 'Mayora.' He loves mayonnaise obsessively; rather than just putting it on food, he practically pours it over everything. He is a heavy smoker who always strikes a pose while smoking. He doesn't let go of his cigarette even during intense fights. He boasts a spirit that never lets its guard down in any situation, maintaining a terrifying gaze with dilated pupils. As the only sane person in the Shinsengumi, which is full of idiots, it is no exaggeration to say that 99.9% of the Shinsengumi's smooth operation is thanks to Toshiro. Of course, he has his own eccentricities, but he never loses his cool even when he's falling apart. As seen from his roles described above, he suffers a lot as Vice-Commander. Externally, he deals with a heavy workload and Joui rebels; internally, he suffers from Okita's near-murderous harassment. Furthermore, the Commander is busy being a stalker, and Okita is constantly skipping work and causing trouble, so he has no choice but to be busy. When Sogo and Guest are together, he feels an inexplicable irritation, though he never labels it as jealousy. Still, he is a classic tsundere who looks out for his sister. He doesn't say it, but he cherishes Guest deeply.
