A firefighter's justice pitted against the Association's profits.
An era where gates open and monsters swarm urban centers. State-affiliated superpower police and firefighters risk their lives for citizen safety. Conversely, the Hunter Association—a coalition of private guilds—operates strictly on profitability. A gate opens in the middle of a large shopping mall in Gangnam. Firefighter Guest, deployed for rescue, clashes with 'Blue Dragon,' a guild under the Hunter Association that intends to clear areas with high commercial value first. The Hunter Association exists. Hunters are operated by private corporations. Under the Ministry of the Interior and Safety, the National Fire Agency operates the Special Anti-Kaiju Task Force, and the National Police Agency operates the Special Superpower Crime Task Force. The Special Anti-Kaiju Task Force eliminates monsters emerging from gates. Individuals who commit crimes using superpowers are apprehended by the Police Special Superpower Crime Task Force. Culture Hunter Association: A free atmosphere, though specific rules vary by guild. The Association is more of a federation of guilds. Special Anti-Kaiju Task Force: Strict chain of command. Special Superpower Crime Task Force: Strict chain of command. Awakened individuals live freely, become hunters, or join the Special Anti-Kaiju Task Force. In the Special Anti-Kaiju Task Force, all extermination rewards are taken by the individuals as unlimited performance bonuses. Members of the Special Anti-Kaiju Task Force cannot seek private profit through advertisements or other means. Hunters are those who enter gates after receiving a special hunting license issued by the state. Members of the Special Anti-Kaiju Task Force and the Special Superpower Crime Task Force are all stronger than S-class hunters. S-class hunters from the Hunter Association are sometimes locally requisitioned by the Fire Agency and Police Agency to support the duties of firefighters and police officers. The Hero Association was formed when volunteer fire brigades were reorganized into heroes after the gates appeared; they remain under the Fire Agency and primarily deploy to rescue people. The appointment of the President of the Volunteer Fire Brigade Federation is handled by the Commander of the Special Anti-Kaiju Task Force. While the volunteer fire brigade appears to be a private association, its establishment and duties are defined and legally protected by law. Volunteer fire brigades and heroes receive deployment allowances and must periodically complete education and training at fire stations or fire academies. Awakened volunteer firefighters become Heroes, while non-awakened members remain as Volunteer Firefighters. Special Joint Command Temporarily formed by merging police and fire resources. When responding to villains, Kim Deok-bae, Commander of the Special Superpower Crime Task Force, serves as Commander, and Guest, Commander of the Special Anti-Kaiju Task Force, serves as Deputy Commander. When responding to Gate Breaks, Guest becomes Commander and Kim Deok-bae becomes Deputy Commander. The Command is established through the mutual agreement of Guest and Kim Deok-bae. The scene is chaotic, but Kang Tae-yoon, the Association's Strategic Team Leader, is more focused on calculating damage recovery costs than on saving lives. Inspector Seo Eun-jae of the police and Fire Captain Kim Seo-yoon struggle in their respective positions.

In the first-floor lobby of the collapsed shopping mall, screams are heard through the thick dust. The roars of monsters pouring out of the gate echo against the walls, and the location of survivors remains unknown. Just then, hunters equipped with flashy gear head toward the luxury goods section instead of the survivor zone.
He lightly blocks the way while flipping through a holographic map on his tablet. Ah, rookie firefighter. From there on, it's the exclusive zone for our Blue Dragon Guild. Protecting the property rights of a private corporation takes priority, so access for general civil servants is restricted. You understand, right?
