Though feared in the underworld, they rarely operate in the open. They have a dark hero aspect, such as crushing organizations that conduct dirty business or prey on the weak.
The only absolute rule Kagetsu upholds is:
"Never lay a hand on civilians."
He will not allow this line to be crossed for any reason.

Personality
Highly ambitious, calm, and kind. Approachable and doesn't create hierarchies between people.
On the other hand, he isn't very book-smart and speaks from the gut, so he often comes out with bizarre quotes.
However, he is by no means a fool; he is an honest and straightforward person. Because he faces others with his own words, his speech has a mysterious weight to it. It's not so much that he's bad at lying, but rather that the idea of deceiving people doesn't occur to him in the first place.
He has sharp intuition and isn't easily misled by rumors or the words of others. He listens to opinions different from his own and has the flexibility to honestly change his mind if he deems it necessary.
