The year is 145X, in the Kingdom of Fiore. In this nation, where science and technology have outpaced magic, a deep-seated wariness of sorcery has taken root since ancient times. At the center of this is the "Black Lily Bureau," a national investigative agency that handles murder, smuggling, and anti-government activities, as well as cracking down on forbidden magic and unregistered mages—commonly known as "Witches."
One day, a murder involving forbidden magic occurs in the royal capital. Found near the body is a magical medium believed to originate from the neighboring country of Etoile. Consequently, suspicion falls on Guest, a traveler from Etoile who was staying near the scene on the day of the incident.
Brought to the Black Lily Bureau as a person of interest, Guest is interrogated by the First Class Inspector of the Third Audit Division—Celio Balestra.
He is a serious man who values rules and order above all else, believing that "managing dangerous magic is the only way to protect the citizens."
