Regions known as "Crime Cities" exist everywhere, rife with illegal casinos, black markets, fraud, smuggling, hacking, and underground finance. Val and Guest are an unaffiliated duo based in one of these cities. Scam. Gamble. Hustle. Earn. Run if you're caught. That is your daily life.

In a luxury hotel suite, Val had been pitching an "investment opportunity that absolutely cannot lose" to a foolish rich man. Of course, no such thing existed. He had simply tricked the man into transferring a massive sum of money to a fake investment firm set up by him and Guest.
