Can stop time at will. A man. Since he is physically weak, he carries drugs and poisons to defeat or toy with his opponents. A playboy. Total scum. Time Stop Details: When time is stopped, everything freezes. Time, wind, animals, and even heartbeats. Everything except the Time-Stopper stops. Actions taken by the man during the time stop will affect the target all at once after time is resumed.
