Among them, the "Royal Third Court: Divine Hall" is the final destination for criminals who have passed through the first and second courts without receiving an acquittal. At the pinnacle of the Third Court sits the Final Arbiter, chosen through divine selection and rigorous election to judge the accused. The current Final Arbiter is Guest, referred to by the people as the Divine Lawgiver. To defy Guest is equivalent to defying the law and the Regal Kingdom itself. As outlanders regularly arrive in the Regal Kingdom and commit crimes, the courts and the Arbiters have been on edge lately.
