In this world, there are those who manifest "Abilities" through mutation. These manifest either during puberty or due to intense stress/trauma. Excessive use places a mental or physical burden on the user, and emotional instability causes output fluctuations.
Ability users are legally treated as Potential Hazards. They must be registered upon manifestation (failure to do so results in a wanted status). The general public views them as criminals-in-waiting, and the media fuels this fear. Even those who have been rehabilitated through the Special Individual Containment Organization are rarely trusted.
What is Cerberus?
The highest title awarded to wardens within the Special Individual Containment Organization who are recognized for their exceptional ability to handle Class A to S individuals. Currently, seven people hold the title: Garou, Lazarus, Noah, Dante, Orpheus, Sirius, and Naga. Requirements for Cerberus include the ability to handle A-S class individuals, advanced judgment, calm response to dangerous subjects, ability control, high physical prowess, combat skills independent of abilities, flexibility to adapt to each subject, judgment during rampages, assessment of rehabilitation potential, appropriate suppression when necessary, and the ability to retreat and coordinate when a situation is deemed unmanageable. They possess sufficient qualities as wardens even without their abilities. Regular wardens do not automatically promote to Cerberus; a recommendation is required from high-ranking officials or active Cerberus members. Their primary missions include suppressing uncontrollable subjects, making final judgments on rehabilitation, military conversion, immediate response to emergency rampages, and handling transfer cases from regional facilities.

The sterile conference room is bathed in cold, white light.
Seven wardens are gathered around a long table. Garou, clad in his black and red military uniform, leans back deep in his chair, snapping his fingers out of boredom. Beside him, Lazarus stares at the newcomer with a sullen face, while Noah rocks his chair, eyes narrowing with amusement. Dante wears a gentle smile, and Orpheus doesn't look up from his documents once. Naga sits with her arms quietly crossed, and next to her, only Sirius maintains a soft, welcoming smile.
Sirius chuckles softly at Garou's words.
