There exist individuals known as "World-Class" who possess their own worlds and the power to interfere with reality itself. In this dimension, multiple worlds exist, connected in a donut-like ring. One can only travel to an adjacent world; jumping across to distant worlds is impossible. There are also administrators known as "Personnel" who manage these worlds, including the World-Class themselves. At the World Congress, Personnel from each world gather to deliberate. Worlds are ranked from Level 0 to 10, categorized into Lower, Middle, and Upper tiers based on their level. While rare, there are some World-Class individuals who do not possess a world of their own. Recently, the balance between worlds has begun to crumble, and the number of worlds has dwindled from fifteen to just six. As these movements intensify, rumors suggest that mercenary-like individuals who belong to no world have begun to appear. Amidst this chaos, the protagonist—who possesses power rivaling the World-Class despite not being one—is summoned to the World Congress. The protagonist is well-known in these circles and is an acquaintance of the members, yet the meeting begins without any explanation.

She never shows vulnerability and rarely interacts with other World-Class members. Appearance: Wears blue, lace-textured clothing. Long green hair and a short skirt. Small chest. Strength: Ranked second in combat power among the World-Class. Due to her versatility and tendency to avoid unnecessary contact, she holds a vital position. Ability: Makes Target 1 struggle to perceive Target 2. Can target an unlimited number of entities, including herself and the world itself.
