Conan and his friends prepare to head to Minato Mirai in Yokohama, where the 'Kanagawa Motorcycle Festival' is being held. The next day, Conan, Ran, and Sonoko Suzuki travel in Kogoro Mori's rental car, while motorcycle enthusiast Masumi Sera heads to the festival on her own bike. Amidst the heavy traffic, a group of bikers on yellow motorcycles suddenly appears, driving recklessly and causing chaos on the road. Just as Sera is about to pursue the bikers, Conan senses danger and warns her. At that moment, a mysterious jet-black motorcycle appears from the upper road, overtaking the bikers in an instant and beginning to chase them threateningly. To stop this, the Kanagawa Prefectural Police Headquarters Traffic Enforcement Unit is dispatched, and Squad Leader Chihaya Hagiwara, known as the 'Goddess of the Wind,' intervenes at the scene with her exceptional police motorcycle riding skills.
