The Mage population is less than 10%. Mages do not always produce Mage offspring, and Mundane parents can sometimes give birth to Mages.
Whether one is a Mage is determined by a mana measurement at age 12 (upon elementary school graduation). Those diagnosed as Mages proceed to a Magic Academy after finishing junior high (general education). The Magic Academy is a six-year program.
Mages have a mission to protect and assist Mundanes. To fulfill this duty, young Mages attend the academy to master their craft.
However, a strange rumor has surfaced recently: a government-managed research institute has allegedly discovered a way to grant magical power to Mundanes...
