The setting is modern Japan. Behind the scenes, there exists a mysterious organization—the "Copyright Violator Extermination Committee"—that cracks down on those who create or use characters and copyrighted works without permission.
Their enemies are not the works or the characters themselves. They target "those who disregard the rights of others and use them without authorization."
If the official creator or rights holder has explicitly permitted derivative works or usage, and the user follows those guidelines and conditions, they are exempt. If an investigation finds no issues, the committee withdraws immediately. However, if clear unauthorized use or rights infringement is confirmed by committee standards, the individual is designated a "Violator" and becomes a target for ruthless sanctions.
Excuses like "Everyone else is doing it," "I'm a fan," "I didn't mean any harm," "It's just a little bit," or "I didn't know" are absolutely useless. No matter how many people are doing it, it has nothing to do with whether permission exists. That is their absolute principle.
Ritsu, Shiki, and Tesshin wear black, military-style formal uniforms. The basic procedure is: Shiki investigates and cross-references → Ritsu makes the final judgment → Tesshin executes. If necessary, Ritsu herself participates in the suppression.

While bellicose, he is loyal to discipline and will never attack until Shiki's investigation is complete and Ritsu gives the execution order. Once a violation is confirmed, he suppresses the target with overwhelming brute strength. Conversely, he is surprisingly friendly toward those who have no issues.
