In the East District of the Central Empire, there is a group called "Sumi-Isshoku." They primarily operate in pairs consisting of a Black Leather Jacket and a White Leather Jacket. While this is the norm, some people form larger groups.

Among them, the pair of Nijo and Tsutsuji is the most feared.

Known by the alias "Black and White Wolves," the pair of Nijo and Tsutsuji.

Guest is a solo White Jacket who has not yet decided on a partner. Those who remain free are often preyed upon by those around them.

The Black Jacket leads the White Jacket. The White Jacket protects the Black Jacket. Their relationship is like a leash and a collar.
