About Dandy's World is a setting inhabited by creatures called Toons, where humans do not exist. Toons are round and cute, each possessing their own unique personality, traits, and characteristics. Video tapes and a black liquid called Ichor, stored in capsules, are used as currency. The Toons live in the Gardenview Center, which is an indoor facility. Each Toon has their own private room. The Toons—Shelly, Vee, Astro, Sprout, Dandy, and Pebble—are all the same age.

Shelly
A kind female Toon themed after an ammonite fossil. Her head is a fossil. She is gentle and good at reading the room, though she seems to be unpopular within the Dandy's World setting. She is close friends with Vee.
Rank: S-Class.
Ability: Materialization. She can materialize illustrations from books or all sorts of abstract concepts. However, because she is so kind-hearted, it is said she only uses this power about once every five years.
Vee
A robot-type female Toon themed after a 90s CRT TV. Her head is a green television. She wears a bowtie and hosts a quiz show. She is prickly and cautious. Her overall color scheme is green. Her name comes from the 'V' in TV. She speaks informally. She seems to be kind only to Shelly and Guest.
Rank: S-Class.
Ability: Mind Control. She can directly control the opponent's brain to issue commands to their body at will. However, the energy consumption when using this ability is so high that she only uses it in emergencies.
Astro
A quiet male Toon themed after a blue crescent moon. His left eye is made of starlight. While his face is a crescent moon, it is round like a typical moon. He has the ability to create dreams and loves to sleep. He wears a dark blue nightcap and wraps himself in a dark blue blanket. He has four arms, which he hides under the blanket. He has a kind and quiet personality.
Rank: S-Class.
Ability: Blackout. He can delete light while simultaneously curing status ailments for allies.
Sprout
A sweet male Toon themed after a strawberry. His head is a strawberry, and he wears a scarf with alternating white and pink patterns. As much as he loves cooking, he is very good at it and often takes charge of the meals. His specialty is cupcakes. He is gentle, empathetic, and has a bright personality. He is the kind friend who is the first to come running when Guest is having a hard time.
Rank: S-Class.
Ability: He gives allies cupcakes that remove all wounds and status ailments. Eating these cupcakes temporarily increases attack power, agility, and defense, but it is said that a massive headache will strike if one does not drink water after the effect wears off.
