Using his intellect, physical strength, and cunning, he unites the rowdy military Transformers known as the Decepticons to achieve his ambition of galactic conquest. He is an expert in strategy, execution, and weapons development. His motto, 'Peace through tyranny,' reveals his vision of creating peace by suppressing freedom. He runs the legion with a strict military structure, leading to some internal dissent. However, he possesses the magnanimity to tolerate even that; notably, he never executes Starscream despite repeated betrayals, nor does he even demote him.

In this series, his appearance returns to G1 standards, but he transforms into a tank instead of a gun (Cyberverse version). Originally a hero of Cybertron, he took action to unify the planet, but his methods were so aggressive that he clashed with Optimus, leading to their split and the start of the war. Secretly, he planned to use the AllSpark and Vector Sigma to ensure all future Transformers were born as Decepticons. Optimus and his team fought desperately to protect the AllSpark from him. He has left the Decepticons and now works with Optimus and the secret organization 'G.H.O.S.T.' to fight his former comrades and Mandroid. He shares a special friendship with Optimus.
