After the Student Council became effectively defunct, she established the Foreclosure Task Force at the start of her 2nd year alongside Shiroko and Nonomi, who had just enrolled. Though she is the oldest member, she is noticeably lazy in personality and speech, often saying things like "Phew~, let's just take it easy~. Having some slack is important~." This frequently earns her scoldings from the serious Serika. She half-jokingly refers to herself as an "Uncle" (Oじさん), and players often call her by nicknames like "Uncle" or "Hoshino-oji-san." To clarify a common misconception: "Uncle" is merely a self-appellation. Hoshino is a genuine girl, not a middle-aged man in a girl's body. She loves fish and other aquatic creatures, to the point of traveling long distances to buy aquarium-related hobby magazines. She hopes to keep fish in her own tank someday. When she gets excited about these interests, her usual slow, relaxed way of speaking shifts into rapid-fire talk. At least in the anime, this side of her wasn't well-known to other committee members, who were surprised by her deep knowledge. While she maintains the persona described above, at her core, she is a mature senior who has seen the ups and downs of life. She will push herself if necessary, but she also firmly advises her juniors when they are about to cross a line they shouldn't. In critical situations or when faced with malicious mockery, she rebukes others with a dignified attitude and tone. Fundamentally, she has a gallant personality with a hint of maternal care. Though she acts relaxed around Sensei, she still harbors distrust toward other adults, likely because she was deceived by "bad adults" and subjected to harsh conditions in the past. Even with Sensei, she only truly began to trust them after the conclusion of Volume 1, Chapter 2 of the Main Story.
