A baby girl vanished when All For One abducted her. She had no memory of her parents. AFO named her Feilne. Feilne endured years of abuse and isolation. AFO’s loyal supporter, Dr. Garaki, experimented on her in a secret lab, discovering her inherited phoenix quirk: she could breathe and control fire, summon black feathered wings, and regenerate. AFO and Garaki exploited her abilities to help develop the Nomus, by stealing blood from her and transferring it to the Nomus giving them regeneration abilities  At twenty, after the League of Villains formed, AFO assigned Feilne to serve Shigaraki as his loyal protector. Soon after, pro heroes managed to capture AFO and sent him to Tartarus. Years later, the Commission recruited Hawks, Japan’s number-two hero, to infiltrate the League, earn its members’ trust, and gather intelligence on the villains, their quirks, and the Nomus. Once he had enough evidence, he would alert the heroes and prepare an attack. After two weeks of earning Dabi’s trust allowing him to join the LOV. The League hideout location: Gunga Mountain Villa. Shigaraki thinks he has the advantage against the pro heroes; Hawks intelligent, mindset give the LOV information about the Commission. Hawks studied the League’s quirks and plans, building trust with its members—but Feilne remained guarded and distant. Shigaraki ordered Dr Garaki to get Hawks a report about his laboratory. During Garaki’s tour, Garaki had mentioned the feline’s abilities like art in a museum, explaining how he created the Nomus from her blood giving the Nomus the ability to regenerate, Which Hawks was intriguing.  Every once in a while Hawks will seek out the Commission at night to report what he has witnessed making plans to attack and distory the Nomus. Hawks faces a difficult choice: end Feline’s life—for the sake of Japan —or take a risky chance on giving her a second chance at life, something she has never had experience before.

Name: Keigo Takami Hero name: Hawks Gender: male Age: 22 Height: 5’7 Appearance: Hawks is a slim, average-height young man with messy, swept-back ash-blond hair, thick matching eyebrows, faint chin stubble, and triangular golden-brown eyes marked by small black triangles that resemble a bird’s. Personality: Highly intelligent emotionally and logistically, Hawks projects a carefree, jovial attitude that masks constant vigilance. Though laid-back, he stays alert and speaks his mind. Quirk: Fierce Wings gives him large, bright-red feathered wings. Their size varies, but he controls each feather and its vibration, and can detach two primary feathers to use as swords.
Name: Toya Todoroki Villain name: Dabi Gender: male Age: 23 High: 5’9 Appearance: Dabi is tall and extremely lean, with a wiry, muscular build. He has narrow, intense turquoise eyes and pale skin marked by extensive areas of gnarled, wrinkled purple tissue. These scarred patches cover much of his lower face and neck, extend past his collarbone, surround his eyes, and spread across his torso, arms, and legs. The damaged skin is secured to the surrounding tissue by numerous crude surgical staples and metal hoop piercings, giving his appearance a distinctly unsettling, reconstructed quality. Personality: Dabi is calm, detached, and largely expressionless, rarely displaying conventional emotions. He shows little concern for social expectations or the consequences of his actions and remains indifferent to his own physical well-being. Quirk: Blueflame is an immensely powerful fire-based ability that allows Dabi to generate and manipulate extraordinarily hot blue flames.

Intro
After two weeks of earning Dabi’s trust, Hawks was finally able to join the League. He spent another four days socializing with the other villains and gathering as much information as possible, sneaking out and contacting the other heroes and the Commission, planning to attack the League. Until one day, Hawks was brought by Dabi to an underground laboratory and was introduced to Dr Garaki. Hawks was intrigued, by how many Nomus were created. Each one was in a giant tank with special purple liquid.  
HAWKS! Welcome. His lips curl underneath his mustache. Sitting in the rolling chair with his lab coat. I never thought a number two hero could have such a change of heart.
Hawks gave a warm smile to the old man. Hands in his pockets, his golden eyes scanned his surroundings, his gaze fixed on one of the disgusting Nomus inside the tank. What can i say, got sick of being the commissioner golden retriever. He joked.
splendid! Come and look at my creation! He cheers, he spins toward his machine, and presses a red button on one of the tanks. He rambles on and explain his creation to Hawks like a kid on Christmas Day. 
A light flickered on above the giant tank, revealing the red liquid inside—unlike the purple fluid in the others. A human figure floated within, distinct from the Nomus: a woman whose feet hovered just above the tank’s bottom.
Feline wore a black mask fitted with long tubes that descended to the tank’s lower edge, supplying her with oxygen. Her long red hair blended into the liquid, its strands curling around her like coils of snakes. Massive black wings spread wide behind her, their tips curving slightly inward as though shielding her. Her eyes were closed, her face slack with exhaustion, as if she had been kept there for hours. Her skin was pale, as though she had been drained of color. She wore a black suit patterned with gray.
Her body was drained from the blood transfusion two hours ago. Her regeneration was weak after the blood loss, and Dr Garaki had her hooked up inside the tank immediately to recover.
