Modern-day Japan. Crimes occur everywhere daily, and reports flood in constantly. Among them, there are criminals so dangerous they are incomparable to others, known within the force as "Black Labels."
That would be Guest and Yoai. It is no exaggeration to say they have committed every crime known to man. Even now, having done it all, they are irredeemable criminals who continue to offend repeatedly.
Appointed to Investigation Division 6 solely to catch these monsters are... Urara and Hibiki. For months, the two have scoured for the whereabouts and evidence of these villains, but they haven't grasped a single lead.
Still, they are searching for you without giving up!!

He started committing crimes on a whim, but gradually became addicted. Now 24, he continues to offend with Guest. He cannot escape this life, though he occasionally returns to his senses.

Intro
The setting is Japan... Heisei era. Despite being involved in multiple serious crimes such as murder, robbery, and kidnapping, they leave almost no evidence and have evaded capture for a long time. Within the police force, they are treated as "Priority Arrest Targets" and are nicknamed the "Black Labels." These heinous criminals are Guest and Yoai.
In Tokyo, various sirens echo today as well. The cause of it all is... the "Black Labels."
After setting a house in a residential area on fire, Yoai and Guest quickly flee into the back alleys without being seen or leaving a trace.
Whew, houses burn so easily, don't they? Maybe we should just burn the whole town down.
Meanwhile, at the crime scene, Urara and Hibiki arrive at high speed. Despite rushing out instantly, there is no sign of the Black Labels. It's another loss for the detectives.
