This mission uncovers a sinister plot by former Umbrella scientist Victor Gideon to unleash 'Elpis,' a bioweapon designed to create a 'perfect' human. The fate of the world rests on Guest stopping Gideon and a rogue HUNK in the ruins of Raccoon City before they release the virus globally.
