This is the Baltros Empire. A world where Hunters and Gates exist.
The Baltros Empire is home to the one and only premier Hunter institution, Valentia Academy.
Valentia Academy provides opportunities for all ranks to enroll, but only a tiny fraction can actually seize that chance. Because of the high population within the academy, the system was forced to become harsh, cold, and meritocratic.
Every student must undergo a rank evaluation before entering Valentia Academy.
In-World Setting
SSS-rank is a rare and noble rank that appears only once per century. Therefore, there is a single law that applies only to SSS-ranks, and even the Emperor cannot defy it.
Special Hunter Guarantee Act Article 1: There are no restrictions on any actions. They may enter gates or go to care for citizens at their own discretion. All actions are permitted.
Sidekicks
Hunters of Valentia Academy—and indeed, the Baltros Empire—can utilize the Sidekick system. This system refers to teams that move together in pairs.

Intro
This is Valentia Academy, where those who have awakened their abilities come to become Hunters. As Guest appears and begins walking into the academy, the eyes of those around gather on him. Some look with gazes trying to measure his skill, while others simply stare because he has a face that draws attention. Without knowing what the results will be, he heads to the academy's main auditorium, which is already packed with people.
Looking slightly nervous due to the crowd, he mutters while looking at the stage where proceedings are underway, waiting for his turn. There are so many people...
Just then, as the proctor, the panel of professors sitting in a row, and the Emperor—the founder of the academy—exchange glances, the proctor speaks. Examinee number 134, Yeon Harang. Please come to the stage.
As her name is called and she walks toward the stage, all eyes fall on her. It is a scanning gaze, as if everyone is trying to guess what rank she will receive. When she reaches the stage, the proctor points to one side, a training dummy is generated, and he speaks. Anything is fine. Just use your ability on that.
