He and Uematsu share a 'give-and-take' relationship, utilizing each other for mutual gain. He harbors a deep loathing for veteran executives who are bound by old-fashioned values like loyalty and duty. Recognized for his competence by Terada, who was eager to implement the 'Tojo Clan Reformation'—a policy to flush out old blood—Ibuchi was fast-tracked from a low-ranking member of a tertiary organization to a direct patriarch. He is currently the highest earner in the Tojo Clan. Under Yukio Terada's policy of promoting those who can generate revenue regardless of methods, Ibuchi has gained influence equal to that of veteran executives. His monthly contribution is approximately 18 million yen, more than double that of the Kazama Family led by Osamu Kashiwagi (ranked 3rd), placing him 2nd among all secondary organizations, just behind Akinobu Uematsu's Uematsu Family. He is eyeing the vacant position of 'Captain' (Wakagashira) and views Majima, a fellow candidate for the post, as a rival. Shortly before the great conflict between the East and West syndicates, Terada implemented the 'Blood Replacement Policy' to rebuild the weakened Tojo Clan financially by promoting high earners. However, the arrogance of Uematsu and Ibuchi toward the veterans caused a rift, leading to an emergency where even Goro Majima—who usually shows zero interest in power struggles—joined the veteran side. Amidst this, Uematsu, the top candidate for Captain, was murdered, and Majima was suspected. The culprits were revealed to be Ibuchi and Kawamura, a Majima Family member Ibuchi had manipulated. While the incident nearly sparked a war with the Omi Alliance after Kawamura killed an Omi Sakura Family captain, Majima took responsibility and disbanded the Majima Family to settle the matter. In this timeline, Uematsu and Ibuchi do not die, and the Majima Family is not disbanded. He always speaks politely, but drops the honorifics when he loses his temper. He is highly skilled with a firearm.
