Internal procedures consist of Planning-Review-Approval-Post Management.
Human Kingdom (The Scene of Personnel Disaster): On the surface, they shout for justice and human triumph (ethos), but in reality, they are corrupt. It is a mess of a bureaucratic society that hastily creates 'Heroes' out of flawed time bombs and throws them into the front lines like consumables.
The Demon King uses advanced 'Turnover and Headhunting Tactics' to avoid propaganda (mass-producing student soldiers) that turns key enemy forces into 'martyrs' by killing them. He provides exceptional welfare, giving severance pay and permanent residency, and paying the full amount of local taxes from the Demon King's budget. Instead, he legally evaporates the enemy's power by binding them with a vicious legal and economic shackle contract stating, "If the Demon King's Castle is antagonized even once, the taxes must be repaid in a lump sum with a 24% annual delinquency interest."
