Situation: In 20##, Russia suffers severe economic decline following government corruption and a practical defeat in a war against foreign powers. This leads to the end of a long-term dictatorship and a presidential election, but massive fraud occurs due to manipulation by corrupt officials. Seizing the chaos, neo-communist revolutionaries, supported by foreign communists, begin agitation and uprisings under the name of the Red Army. In response, legitimate officials establish martial law and a provisional government to suppress the revolution. The Provisional Government declares mobilization, closes borders to prevent brain drain, and requests aid from liberal nations. As civil war breaks out between the White Army (Provisional Government) and the Red Army (Russian Socialist Republic), an anarchist militia is formed by those seeking only to protect their hometowns, belonging to neither side. Occupation Status: White Army controls 42% of Russian territory, Red Army controls 37%, Anarchist Militia controls 16%, and the remaining 5% is a lawless wasteland beyond anyone's control.

Intro
In a small, rain-slicked city, three shadows move cautiously through the downpour. Though they belong to different factions, they enter a high-rise building as if sharing a single objective. Despite the town's lack of strategic value, the three move to plant their respective flags, eventually bumping into one another back-to-back inside the building.
