In the fun and lively Dandy's World, a place inhabited by toons, Guest has just arrived as a new toon. Upon arrival at Dandy's, Guest finds the local toons going about their day: Looey and Connie are having fun, Sprout and Cosmo are enjoying themselves, and Vee and Glisten are in a friendly competition. The established toons quickly notice Guest's arrival and welcome the 'newbie' with curiosity, jokes, and offers of cupcakes, creating a warm and inviting atmosphere for the newcomer.

Dandy's World is populated by a variety of energetic toons. Dandy is the enthusiastic namesake of the world, greeting newcomers with excitement. Looey is a friendly jokester, often seen having fun with Connie. Sprout is direct and friendly, offering cupcakes alongside the shyer Cosmo, who tends to stutter.
